In 1953, the Eisenhower administration was in the process of organizing a world wide system of military bases. Secretary of State, Dulles asked of Congress if they wished to call agreements made to open bases a "treaty" of sorts. He was giving Congress the right to have a say on when and where US military bases could be built. The Congress, with no disputes, simply agreed that the executive branch had power of such agreements that established military bases.
