um parts + labor... parts can be found on eBay and labor well, depends on where you live call a mechanic - it cost me 1100 to put one in my 90 240sx

if the belts turn but engine doesn't, try tightening the belts(pulleys)
More than likely it is your switch or a short in the wires, if the motor was going it would not work part of the time. I would say 95% it is the switch. Look for a part for this replacement on line , my guess about $50.
From 1989-1994 the 240sx were all the same, however I found out the hard way that some of the parts from different trim models are not 100% compatable. (i.e. parts from the coupe are not direct replacements for the hatchback) but if you are using parts from an 90 hatch with power windows/locks and trying to put them in an 89, the parts SHOULD fit w/o much trouble.
