You have to know if the scooter is a 2 stroke or a 4 stroke. 2 stroke engines need 2 stroke oil, 4 stroke engines can use regular engine oil.

Sorry, but poor answer. 50cc (or less) scooters in the US (and most other countries) are 2-strokes, because a 4-stroke that small simply wouldn't develop as much power as a 2-stroke. Also, 2-strokes a simpler design - no valve train, for the most part - hence lower cost to manufacture. While small 4-stroke engines are made (there are a number of much smaller 4-stroke engines made for the model aircraft engine hobby, for instance), for such things as scooters, 2-strokes are the way to go.
That being said, you should use a good 2-stroke engine oil, as recommended by the manufacturers. DO NOT use "2-stroke outboard oil", made for outboard boat engines. These engines operate under different conditions than a scooter (they are water-cooled, and run cooler, for one thing), and the oils for them are blended for those conditions.
For years now, 2-stroke scooters have used oil injection pumps, as opposed to requiring you to pre-mix the oil with the gas. this gives much better control of the engine lubrication, giving less oil smoke in the exhaust, less spark plug fouling, and lower overall oil consumption. This is generally considered to be a good thing.
For scooters in the USA, look for a good mineral or semi-synthetic 2T oil. (Full synthetics are really only useful for racing. Mineral oil provides better protection against corrosion.) Most Chinese scooters tell you to use a "JASO FC Grade 2" oil - good luck finding that on any oil bottle in the States! Instead, look for "2T" in the name or specifications. This oil is properly compounded for small 2-strokes as used in scooters and many ATVs.
There are a number of different brands for 2T oil: as long as they have the 2T spec, they'll work fine. Remember; 2-stroke engines use the oil once, then it goes out the exhaust pipe.
