Each type of painting will teach you different lessons. Oils are messier and have more noxious fumes, so you might want to start with a cheap starter set of acrylics. Acrylics can be used thick like oils or thinned out like watercolors. They're fun, dry quickly and (once dry) are darn near bullet-proof.
It depends what you want. There are many painting guides for many chapters. If you are a novice your best bet would be to ask someone at your local GW for some help.

It would be a uberlight. Uberlights are good but way to expensive!!! A good board for a novice would be like a Think or Mini Logo. They have great pop, durability, and are reasonably cheap.

if you mean why is a desktop preferred over a laptop. then i would answer that they aren't and that laptops are preferred because of their convenience
Both are great schools with the preferred regional accreditation. Either one would be a good choice.

It has become much more difficult recently because of people signing up for bogus courses to get a student visa. Your best course of action would be to contact your preferred college or university directly and they will be able to advise you on the current situation.
