It really doesn't matter what kind of router you use. Any kind of brand would work with the DSi. However, Linksys is a popular brand used by gamers for their wi-fi capable systems.
The DSi connects to your router, the same one your computer will be using, more than likely. Any internet usage on the DSi will therefore be coming from your home internet service. This does not mean an additional charge though - as many devices as you want can connect to and use your router. The only thing to consider is if your service has a monthly usage allowance.
The DSi is not like a mobile telephone, the internet charge is not metered by minutes or bandwidth used. Just like a PC, the DSi connects to a router - the router is a paid service provided by an ISP, but the payment is a fixed amount. You should consider antispywear as an additional safeguard. Also be certain to have a firewall running on your computer and/or router.
It is the same code you use to access your wireless router. Just enter the SSID and WPA key into the DSi and it will be able to connect to your wireless network.
WEP, or Wired Equivalent Privacy, is a kind of wireless encryption. So if your wireless router is using WEP encryption, it will have a passcode to allow your devices to connect and use it. That is what the DS is asking for.

It sounds like it has been manually configured to use a specific IP, but another device in the house is already connected using it. A common default router IP address is 192.168.0.1. The DSi can't use this, as it's the router's connection. But if say the DSi has been manually configured to connect to 192.168.0.2 and your PC is using that, then again you'll get an error. So it will need to be incremented to 192.168.0.3 for example.
