Some of the snkes that are white with brown stripes are garter snakes, copperheads, timber rattlesnake, water snake, milk snake and a rattlesnake. They are most common of these types of snakes
You can't be positive if you don't have anything to identify it with, but one snake that comes to my mind is a Garter Snake. They are usually dark in color with at least two white stripes going along its back. If this doesn't describe the snake that you saw, I suggest going to Google (see related link). Then you can look at pictures whatever you type in. try looking for your snake.

It could be a prairie ringneck snake. But it would depend a lot on what geographical area you found it.
You could have seen a Swallow-tailed Kite. It has a long forked tail, body is black or dark gray with a white head, chest and belly. They are indigenous to Fl. and the coasts of LA. MS. AL. GA. and SC.
