The brakes on the Villager are as straight forward as the brakes on a 1965 Mercury. Only normal brake tools are required.
These are bolt on parts, but you will need special tools like a spring compressor. You will also need to have the suspension realigned afterwards. If you don't have the right tools it might make more sense to have a shop do it.

The fuel filter is on the fire wall on the divers side of the engine compartment. It it under the reservoir for the master cylinder. It is held in place my a metal clip. NOTE: may have fallen out of the holder, and be laying against the fire wall. My 97 has standard hose clamps, so no special tools are needed.
Trace the fuel lind from the tank to the engine and the filter can be changed with special tools from the parts store.
