Leadership in the Church of Jesus Christ of Latter-day Saints (the "Mormon" church) recieve very little formal training for their positions. Most local and congregational leadership are simply presented with a manual that outlines their responsibilties and the official Church policies relating to those responsibilities. They are not required to attend any sort of seminary or training school (in fact, one doesn't exist), and are often recent converts with very little experience in the Church. Generally, there are annual or semi-annual training meetings (typically two hours long) which leaders are invited to attend and they may consult with others in leadership positions for advice, but otherwise there is no formal training.
Higher "full time" leadership callings, such as seventies, temple presidents, and mission presidents will often have a brief training period similar to the Mission Training experience that all missionaries attend. New Apostles are usually given a more senior Apostle as a mentor and partner.

That is pretty self explanatory. So the LDS were ALWAYS allowed in the LDS church because the LDS church is made up of only LDS people. Duh.
