I dont know much about hondas but the handbrake should connect to the rear brakes inspect the area underneath you're prelude to see where it goes and see if the cable is broken or is it is connected etc.

I know that this is where the voltage regulator is on my 1985 Honda prelude with the 1.8l carbed engine and since the 84-87 were mostly the same it should be the same on yours.
