The sinking of the lusitania was the last straw, which was a cruise ship carrying American passengers. The Germans shot it was a torpedo but claimed since it sunk so fast that it must be carrying ammo to allied troops in Europe.
They couldn't fight the Germans back because they didn't have enough weapons to fight back to the Germans and when a shipped tried to get weapons or leave the Germans would torpedo it.

It seems to me that it was a mistake in that a gung-ho U-boat captain thought that now the war had freshly broken out he was doing a good thing. On reflection the Germans may have wished he hadn't.
