They are either looking for warmth or oxygen. If there is not enough oxygen in the water they will stay on top and breathe air, you need some kind of aerification for them as well as the water to keep the pond healthy.

I am raising tadpoles and I found mine at a small pond, and they are doing fine. I think pond water is best, but whatever you do, dont use tap water. Some tap water has chlorine in it that can harm the tadpoles
