In early stage, [[What weapons did Samurai use]] would be the answer. I suppose in 200 years they have not changed much.

In last 20 to 30 years, their weapon had some progress mainly by Takashima Shuhan and Egawa Hidetatsu, who built at least one of the six island fortresses([[:w:Odaiba]]) protecting Yedo castle from American ship in 1853 to 1854 and made and put tens of one-or-two-generation-older western cannons from up-to-date ones.

In 1854, Perry went back to Yokohama when they tried to cut in to closer to Yedo Castle as they have found an(?) island fortress which they had not been last year.

Main reason why Tokugawa lost was that most of their rifles were Dutch Gewehr gun whose bullets were old-fashioned ball shape, introduced by Takashima in 1831 as Tokugawa mainly had relationship with Holland, while Satsuma and Choshu, their opponents, used mainly [[:w:Minié rifle]], which [[:w:Minié ball]]s were bullets which was revolutionally different, bought from a(?) British merchant while there were lots of stock as American civil war had just finished few years before. Even though Tokugawa had connection with France and some support from Holland, they don't have much information on weapons.

Bureaucracy was the biggest reason of everything, and death of Egawa Hidetatsu was another.

Both Satsuma and Choshu had had battle with European countries beforehand and had lots of information on most advanced weapons with reality.
