The USA has its own huge problem of very old crumbling infrastructures (roads, highways, bridges, train trellises, water and gas main lines, etc.). Little financial aid is sent for another country's infrastructure, unless as part of humanitarian aid after natural disasters. For examples, drinking water and food would come before paving thru-ways into roads.
