Well, in some poorer countries, the government doesn't have enough wealth to purchase the equipment needed to use said mineral resources. If you don't have proper equipment then you can't get resources. Another key factor may be war. Countries embroiled in a war on the homefront or a civil war may not have the time or resources to go after the minerals located within the country. Sometimes the sheer danger of the terrain might make resources very difficult to obtain.

First,being part of alliance then you are friend with the country and you are enemy with the second country.If you have low resources in your country don't be part of the country that is low in economy,if you part of that country you are obviously loose that war.
