The Constitution of the United States of America is the Supreme Law of the Land, all subsequent laws must conform to that.

"Parental rights"' as such, are not specifically mentioned anywhere in the Constitutuion. Inasmuch as the Constitution is the basis for ALL laws - and all laws must be measured against a Constitutional standard, then laws regarding parental rights MUST conform to a Consitutional standard (i.e.: fair, equitable, and enforced wihout discrimnation).
Article VI of the US Constitution states, in part: "This Constitution, and the Laws of the United States which shall be made in Pursuance thereof; and all Treaties made, or which shall be made, under the Authority of the United States, shall be the supreme Law of the Land..." All laws, federal or state, must conform to the Constitution.
constitution embodies the fundamental principles of a government. Our constitution, adopted by the sovereign power, is amendable by that power only. To the constitution all laws, executive actions, and, judicial decisions must conform, as it is the creator of the powers exercised by the departments of government

The U.S. Constitution is the first law of the land. It establishes the three divisions of government (legislative, executive, juidicial) and defines their powers. It defines the rights and responsibilities of the people, the states, and the federal government. All laws must conform to the basic law laid out in the Constitution.
The constitution is the highest document set to govern the people of Philippines. All their values and laws emanate from the document. Their rights and duties are also stipulated and protected in the document.
Becaus all laws must not contravene the constitution.
