He was a reform-oriented leader. He wanted to introduce glasnost - policy of opening-up and publicity - and perestroika - meaning reorganisation. His economic goal was to stop the further deterioation of the standard of living. To achive his goals, he started with reducing armament spending. It required a change in the Soviet Union's foreign policy as well (giving up Afghanistan and Nicaragua). In the Reykyavík negotiations (1986), he made a proposal of removing all the Intermediate Range Nuclear Forces and to eliminate all nuclear weapons by 1996. So, he obviously wanted to end cold war. Although he was very popular in the West, at home, he never allowed free elections, never allowed privatisation. And he never wanted the dissolution of the USSR.
