The speaker is chosen from the members of the legislative body, there is no requirements as such and any member of the majority party/government can become speaker.

The knowledge that is useful is of course information surrounding the rules, regulations, protocol and decorum of the house. However the speaker is aided by the officers of the house, usually called the clerks, who are there specifically to advise the speaker on such matters and ensure rules and procedure are followed.
