Some major legislature:
In 1861, he declared war on the 7 Southern states that seceded from the Union. During the Civil War (1862) he suspended habeas copus (a civil liberty that means you have to be brought before a judge to see whether or not you can be detained).
He issued the Emancipation Proclamation in 1863 which "freed" Slaves of the rebelling Southern states, though no immediate effect took place. In 1865 the Freedman's Bureau was created to aid former slaves and to assist them in finding jobs, land, and schools.

Abraham Lincoln vetoed seven bills during his term; 2 regular and 5 pocket veto's. Some of these veto's included providing extra medical volunteers in services, and the repealing of a law to not allow the use of bills under five dollars in the District of Columbia.
