The stratosphere contains almost no water vapor.
troposphere

Its the hydrosphere
the layer (of the earth) that contains the most water vapor is the troposphere
Dust, water vapor etc are in troposphere. It is the closest layer.

troposphere
The Troposhere has the most water vapor then any other layer in the atmosphere.

They are found in the troposphere. This is because both water vapor and carbon dioxide are cycled through the atmosphere and the earth. Therefore, their atmospheric components come directly from the earth/ocean which means they will be found in the layer of atmosphere closest to the ground.
The troposphere contains 75 percent of atmosphere's mass- on an average day the weight of the molecules in the air is14.7 lb..(sq. in.)- and most of the atmosphere's water vapor.
The troposphere is the layer closest to the Earth.
Water vapor, Argon and Carbon Dioxide are gases that vary between zero and 5 % of the atmosphere. The atmosphere also contains about 78% Nitrogen and 21% Oxygen.
Troposphere contains nearly all of the atmosphere's clouds. This is for 2 reasons: first, almost all water vapor is contained in this layer. Second, the air is inherently unstable, since it is warmest at the bottom. The causes the air to always want to rise, creating clouds under the right conditions.
