You don't say what period in history you are talking about. In the 19th century, the only hostile neighbor was France. It invaded the German countries first under Napoleon I in the beginning of that century. Then again in 1870, it declared war on Germany under his nephew, Napoleon III. In the early 20th century, Germany was driven by fear that France (and Russia) might gang up on Germany, but in reality neither had any aggressive designs againt it. That fear however started WW 1 in the form of a pre-emptive strike by Germany. In the Thirties, none of Germany's neigbors were agressive; Hitler started WW II all on his own.
