It depends on what is your definition of "Mexicans" and "Americans": as a nationality or as some ethnicity? I.e: by "American" you mean white? Hispanic people with American nationality account for 76% of El Paso population.
Because they aren't welcomed in America, and they ceased to be Mexicans the moment they settled America. In his own words (or at least, in the movie): We have to be more Mexican than the Mexicans and more American than the Americans, both at the same time! It's exhausting!
