Well for combat pets you start with one then can tame more at level 10 (for hunters) or for warlocks you can get a pet at level one. Shaman can get spirit wolves at level 60 if they are enhancement. Deathknight can get a pet at level 56.
If you want a Non-combat pet though you get buy one eather at the AH or by different venders. One vender is in elwynn forest, south of northshire valley

Pets will automatically level as you do. When you gain a level, your pet gains a level.
Well it depends what level it is. If it is significantly lower level than the monsters you are questing on. Then go to a mob who's level is equal or just higher than the pets level, then just keep killing them until your pet levels up. Then keep doing that until your pet is the level that you desire. Or you can just 'Tame' another pet that is your level.
Originally, prior to Cataclysm, you had to talk to a specific trainer. Speak with a Hunter trainer and he will direct you where to go. After Cataclysm, hunters automatically get a pet at level 1.

You have to be level 10 and finish all three pet-taming quests from the Hunter trainer. You will then receive a new skill called "Tame Pet". When you target a tamable creature (like a cat, bear or crocodile) you can use the spell and channel it. When the spell is complete, the new creature is your pet. Note that the pet you keep from your last quest is not permanent, and you will need to replace it with a real pet soon.

If your pet gets killed, you have to revive it first in order to abandon it.
