You have to go to the bottom right of Sunyshore on the 2nd level (up the ramp or stairs) in the lighthouse, then go into the elevator. At that point, you talk to the guy in the middle of the room (the gym leader) and he will go back into his gym.

For each gym leader you beat the trick master creates a new level. The last level is after you beat the elite four.

It is pretty easy to get past the first gym leader. Just level up your starter to around level 12 or higher. If you wish, you can catch and train a second Pokemon for that gym, but you only need your starter for this gym. If you have a Chikorita, get a second Pokemon.
