The actual Mine you can be any level, just watch out for the scorpions if you are a low level, The door way ( Mining Guild ) you will need level 60 mining to enter however, or level 59 + Dwarven Stout.

Level 50 combat is great. When you are a member I would say to wear full initiate and an anti dragonshield against Elvarg, when you're not a member, adamant full is great. It's strange that its harder to kill the demon in Melzar's Maze then Elvarg himself, so take as much food with you as you can.

There are no set levels, but the following stats are the recommended levels to be able to finish the quest efficiently:

For any method:

40 Defense (lowers max hit from Elvarg and the lesser demon to 10)

43 Prayer (for Protect from Melee prayer)

If meleeing:

40 Attack

40 Ranged (NOT RECCOMMENDED TO RANGE DUE TO DRAGONFIRE!)

If maging:

35 Magic (this also allows for the telekinetic grab spell, which saves you 10k gp)

Of course, the quest can be completed with levels much lower than this, however these levels are pretty much the average levels that will get you through the quest fastest. you only have to be level 20 to enter a pvp or bounty world, and there isn't really a recommended level because you can only attack people around your level depending what level "wilderness" you are in (even though you may not be in the wilderness).
