The level of government that is responsible for schools is the state, or sometimes local government. According to the 10th amendment in the Constitution, any authority not explicitly given to the federal government within the Constitution is then the responsibility of either the state or local governments.

Actually, in accordance with the 10th Amendment, education is provided by the states, which defers to local school boards. The US Department of Education provides supplemental funding to the states and keeps track of their performance.
