Police can work for a state, county, or city. At the federal level the FBI is a law enforcement agency. The State Police works in that specific state. Each State has their own State Police Divisions. Sheriff is County level. City Police is local.

Most police agencies report to the executive or legislative branch of the government that employees them. City police report to the mayor or city council, county police to the county executive or county council, state police to the governor and federal officers to a cabinet post. But that really translates to 'essentially no one'. Police in America have few responsibilities. They have many supervisors. They have many duties, but none are codified or enforceable as obligations 'to protect or to serve'. If the police are eating lunch and you are raped and murdered on the hood of their car, there is virtually nothing you can do about it. This leads to many frustrations. For example, the common thought is that people do not need to be armed because the police are here to protect us. The simple fact is that the police have NO DUTY to protect any person and cannot be held responsible if they do not provide protection. The county level is probably obligated to provide a jail and to serve civil process.
