It depends on the make and model of the car but at the very least you should find your speed and your fuel level displayed. Most cars also display a tachometer, oil gauge, temperature gauge, and battery (charging) gauge.

first i would start by checking the fluid level make sure its were it should be. if that's fine than it's most likely your thermoste. Replace that and you should be good as new.

To answer you question more thoroughly I will need more detail because there are several different types of water qauges. You have a water temperature gauge, water pressure gauge and water level gauges.
The coolant tank has a marking on it that says "Full Hot". That should tell you that you have enough coolant. Also keep an eye on your temperature gauge. It should be less than 220 degrees.
The indoor temperature setting should be at a comfortable level for living in. The outside temperature should be an irrelevance.
Inside. You should always place your rain gauge outdoor in a nice open space where there is nothing to hinder the rain falling directly into the gauge. Mount the gauge vertically and level, and check and empty it after every rain fall.
The Engine Coolant Temperature in the Engine is higher than it should be. Check your radiator coolant level - also your radiator may be clogged or thermostat may be stuck.

To the best of my knowledge the 406 does not have an oil temperature gauge, what it does have is an oil level gauge. This system samples the oil level when the ignition is first turned on and displays it for 30 seconds or so when the engine is started. When active the lights behind the needle also come on. At the end of this period the lights go out and the needle drops to the "off" position. It does not monitor the oil level continuously as the oil level in the sump falls when the engine is running due to the amount of oil pumped into the upper reaches of the engine. Hope this helps.
