It's not a matter of state law - it's a matter of federal law. A passenger vehicle designed to transport more than 15 persons (including the driver) requires a CDL with "P" (passenger) endorsement. What class you need depends on the Gross Vehicle Weight Rating of the vehicle.
If it's a single vehicle with a Gross Vehicle Weight Rating of 26,000 lbs. or less, then a Class C CDL with P endorsement is required.
If it's a vehicle pulling a trailer, and the Gross Combined Weight Rating is in excess of 26,000 lbs., then a Class B CDL is required is the Gross Vehicle Weight Rating of the trailer is 10,000 lbs. or less. A Class A CDL is required if the Gross Vehicle Weight Rating exceeds 10,000 lbs.
For just a bus with no trailer and a Gross Vehicle Weight Rating in excess of 26,000 lbs., a Class B CDL with P endorsement would be required.

You must have a Valid license, but if the engine is > 50cc you do not need a motorcycle license. A class C will work fine. Also, the moped cannot have more than 2BHP or exceed 30MPH.
