it depends on the drug, how far along you are in the pregnancy and the frequency. the risk of fetal alcohol syndrome is low if there has only been one or two occurences. it is much higher if there is repeated intoxication during the first trimester. any cocaine use has a risk of abruption or miscarriage, frequent use can cause the baby to become addicted. opiate use leads to addiction in the baby. meth can also cause miscarriages as well as addiction. there are mixed opinions on drug use and birth defects but any toxin introduced during the pregnancy, especially during the first trimester when the baby and every body system develops has a possibility of a bad outcome.
It depends on the drug. And can be anything from profound physical and mental disabilities to no effect whatsoever. You should not use any drug that you doctor doesn't say is safe to use during pregnancy.

This question needs to be much more clearly written. It would be unnecessary to test an unborn baby for drugs. All you'd have to do is test the mother while she's pregnant. If she's positive, then so is the baby. If you want to know how long after being born the baby will test positive for drugs if the mother was using drugs while she was pregnant, then it depends on a few factors. Which drug? How much was she using? What is the kidney / liver function of the newborn? It's not a simple answer.
