this would be hard to do as both require the targeting circle and both are two-button processes. Meaning that first you press the elemental's freeze button, use the targeting circle to place it, then press the left mouse button to actually cast the spell. same thing for the blizzard, a two button process.
You could make a /castsequence macro to cast them, but remember, both are two button processes so you will have to click the macro, target, mouse button, <do not move mouse>, click the macro again, and then the mouse button.
Here is an example macro:
/castsequence Freeze, Blizzard
That sequence will rotate between freeze and blizzard

The easiest way is to use blizzard magic, however if your level is too high, you may kill the heartless before they freeze. The other option is to use a keyblade that has the "Counter blizzard" or "Add Blizzard" clock ability. Add Blizzard gives all your attacks the potential to freeze an enemy when you reach that clock level. "Counter Blizzard" gives you the potential to freeze enemies when you block their attacks at the appropriate clock level. Counter Blizzard is generally the better choice, as you can sit there and block the same foes over and over to build up your "Freeze X Enemies" challenge. Though you may have to attack a few times so your clock level doesn't reset.
