Chester A. Arthur was U.S. President on Saturday, December 6, 1884, the day on which the Washington Monument was completed. Chester Arthur was the 21st U.S. President, in office from September 19, 1881 to March 4, 1885.
He became the 21st US President because the President James Garfield was shot and killed in his first year of office. His administration is remembered for Civil Service reform.
Chester Alan Arthur was a Stalwart, or at least had Stalwart ties. He was made Garfield's running mate to please the Stalwart faction of the Republican party. After he supported civil service reform, the Stalwarts disowned him,
President Chester A. Arthur signed the Chinese Exclusion Act of 1882. The act was originally effective for 10 years, but was renewed for an additional 10 years in 1892 and then made permanent in 1902. It was finally repealed in 1943.
Republicans chose Chester Arthur as their vice presidential candidate in 1880 because he was seen as a compromise candidate who would help balance the ticket. Arthur, a skilled politician from New York, was chosen to provide support to presidential candidate James Garfield, who was from Ohio. In addition, Arthur's reputation for political loyalty and his connections within the Republican Party made him an attractive choice for the position.

Until the 25th amendment was ratified in 1967, the position of vice-president was left vacant until the next election if the vice-president became President. Consequently. John Tyler, Andrew Johnson and Chester Arthur never had a vice-president. Theodore Roosevelt, Calvin Coolidge, Lyndon Johnson and Harry Truman did not have a vice-president for their first term. Franklin Pierce's vice-president died before he made it to Washington to serve, but he was sworn in at home.
