This is an educated guess, but i believe it is to use more native Americans in the war effort.

Two strategies of the Confederates, or the South, were to be defensive unless the Union, or the North, gave the opportunity to attack and advance. Another tactic the South used was guerrilla warfare. The same tactics used in more modern wars was used by the South. The South knew that a head on confrontation would be disastrous, so the easiest thing to do would be hit targets and run, constantly harassing the Northern Troops and provoking them into a trap. While these two strategies are not the only two, the above strategies tended to work more often then not, that is until General Pickett and his charge at the Battle of Gettysburg. The preference for offensive battle tactics early in the war was another strategy.
