General Lee had been fighting a defensive battle to protect the capital of Richmond. After a prolonged struggle, the Army of Northern Virginia had to give up Richmond. General Lee tried to maneuver away from General Grant's pursuing army in order to find safety and meet up with the forces in North Carolina.
After days of marches and small battles, with his supplies running low, General Lee was forced to surrender to avoid further needless casualties.
General Lee did not surrender in Atlanta. He surrendered at Appomattox Court House in Virginia.
