The simple answer is experience, motivation, and reliability. Employers want to know How "fit" you are for that particular job/company. A comprehensive and organized resume help to achieve this by detailing out exactly what your qualifications are. You should include a list of references separately from your resume. The references you provide are very important to the field of work you are in. You want to include people that not only will give you a good reference, but also people who are held with high esteem, IE., past employers, teachers/professors, officials in the company you are applying for... etc,. It isn't fair, but a lot of times "who" you know can make you more desirable than what you know in the eyes of a potential employer.
