My car does NOT do that.
It is basically the work the motor is doing. In your car the motor turns the crankshaft which in turn moves the car. The resistance applied by the crankshaft against the job of the motor to turn it, represents the load.

If by "stop the engine", you mean turn the car off, then the answer is NO!
Your car might turn off when you come to a stop because the car has an electrical problem or a problem with the distributor. It might also turn off when you come to a stop because of a timing issue.
