Enactment by the lawful authority in the country in which it is a law.

In the United States, the law isn't called a law. It is a bill. The bill goes to the Senate, then the House of Representatives. If the bill gets passed, it's off to the White House to either be signed or vetoed. If the bill is signed, it is a law. If it is vetoed, it goes back to Congress, where the Congress can override the veto with a 2/3 vote.
