The axis tilted at 23.5 degrees causes some parts of the Earth to be tilted towards the sun longer and causes some to be tilted away from the sun longer. The sun obviously produces heat, and the longer away from the sun one area is the less heat it gets, and the more cold it gets and vice versa. Remember that the Earth, during this, is also rotating around the sun. I hope this question is asking this because this question is worded wrongly (and sunds funny).

Water from relatively deep wells has the constant temperature "15oC" whether it is summer or winter. The difference is of the air temperature which your body feels relative to the water temperature.

It isn't the movement of the Earth, but the Earth's axis, when you are pointed away from the sun, the days are shorter and because the sunlight isn't so direct, it is also colder.
