Psychopath is a broad term, so I am assuming you mean, how do some people become abnormally obessessed with others. Most people with personality disorders are fine with the world except for their target person. This is the person they want to control, and sometimes, identify themselves with. This can happen from a distance, or in a close relationship. Victims in real relationships are usually enablers or codependent, and have the responsibility to themselves to stop this (usually through counseling) and get out of the relationship.
