Only if they are being prepared for show, or if they're a real pet and love to be brushed and groomed like a what would be done with a horse. Cows also groom themselves and each other simply by licking themselves whenever they get the urge. They don't lick themselves or each other like cats do, but they do groom to establish friendships and social alliances with other cows and cattle, or if they are itchy somewhere on their body that they can reach with their tongues.

No. They shed hair, not loose it. If they were to loose it that means they have a medical condition that needs attending to, such as lice infestation, mange, or ringworm. Cattle typically shed their hair in the spring, since they don't need such a thick coat for summer any more. They don't go completely bald, that old winter coat is replaced by a thinner, lighter hair coat suitable for summer.

On cows it is actually referred to as hair. One cause of cows losing the hair around their necks is from ringworm.

Or they are just shedding
