Well, he's a bad guy without any particular motive for being a bad guy. He does say in Act 1 Scene 3, the scene where we get the most insight into his character, that Claudio "hath all the glory of my overthrow; if I can cross him any way, I bless myself every way." That's as much as we know about this self-styled "plain-dealing villain". He does not change or show any other aspect to his character after this.
