Spongy bone (cancellous bone) is in shorter, flatter bones, and at the ends of long bones. It has more blood vessels and usually contains bone marrow, where red blood cells are produced.
Actually the compact bone isn't spongy at all, the compact bone is a tough layer making the bone neither too rigid or too brittle. So the compact bone is not spongy. Spongy bone, like its name is spongy.
By definition all bone is hard. Before bone is fully formed it is made of cartilage and so is softer but it is not called bone at that time in development. Bone is made of hydroxyapetite mainly a calcium and phosphate salt. This makes it hard.

If the spongy bone was on the outside, people would look puffy or jelly like fillings. They're likely to be very sensitive to every little touch. Plus if an injury would occur the damage to spongy bone would cause less production of RBC's or permanent damage if continuously damaged. Spongy bone is lighter, softer and weaker then compact bone, but it has greater surface area and much more vascular, so it needs to be protected at al times and that's why we need compact bone to be on the outside because its stronger and stiffer then the spongy bone.

The hard palate is made up the palantine processes of the the maxillae (paired bones)--3/4 of the hard palate--and the horizontal plate of the palantine bone--the remaining 1/4. So I guess that makes 3 bones?
