When vapor makes contact with your mirror it will stick on which will fog up the mirror. This will happen mostly when you take hot showers.

Yes under some conditions. I don't think you are required to lock up a car on a driver's test. Next if the mirrors are already set for you, then there would be no reason to use power to further adjust them. If the person giving you the test said adjust your mirrors, just look in the mirrors and say the mirrors are fine and go on to the next thing.
If this is affecting both mirrors, then the switch is likely bad. There may be a problem with the drive mechanism. Remove and disassemble the mirror to locate the problem.
