he hasn't become a vampire permanently, he has vampire blood in him but because of the blood it turned him into a ghoul (rosario+vampire volume 6 chapter 23) he can use this power but he has this holy lock that prevents him from turning into a ghoul otherwise everyone else will have to kill him (i hope this helps)
