First off, common classroom chalk is made from plaster of paris - CaSO4. It of course 'chalks' badly. Grease pencils, and fluid-based writing impliments avoid this side effect.
No, melting chalk is impossible, but dissolving chalk is possible. This can be done when you mix the chalk with some liquid and there you have it...DISSOLVED CHALK IN A LIQUID!
Yes, although you are using a higher grade, more expensive chalk, for a grosser need.
there is chalk (CaCo3) in the water, which makes the water "hard"... i.e. if you wash your clothes, the fabric becomes stiff. But adding an agent to the chalky water will "soften" it, this means that the chalk will chemically be removed.

Pool chalk serves multiple purposes. The chalk allows the tip to become softer, so there is less chance of breaking the tip, and the most important thing chalk does is put English on your cue ball. If your not very good at pool and you go to the YMCA to play, you really don't need chalk, but to be good you need chalk to be able to put English on your ball to make easier shots.
I have never heard of water snails eating chalk, i just go to the pet store and get some algae wafers
I need help
The problem likely lies with the chalk itself. A lot of chalk you buy today, especially cheap chalk, is too hard to use on chalkboards with any kind of good result. Try a different brand of chalk, one that is softer.
