President Jefferson wanted to avoid war with England, despite its constant impressment sea going tactics. He resorted to two alternatives to war that were unwise to say the least. He had the Navy call for the construction of small, inexpensive gunboats to avoid having to rebuild the USA's navy. As a second measure he tried to pressure the British by threatening to cut off trade between the two nations. None of these actions would prevent what would be known as the War of 1812.
