They agreed to evacuate the western forts, that they had already agreed to leave, and to some compensation for ships seized in the West Indies. When the treaty was presented to the Senate, President Washington was attacked personally for the first time in his administration. Jefferson's supporters disliked the treaty. This was the beginning of the emergence of two parties, Jefferson's Democratic Republicans and Adams' and Hamilton's Federalist Party.
