Hope that might help also sometimes the motor works but doesn't have enough strength to lift the window had that problem on my 1987 Nissan wagon had to rebuild the window motor. or if it is on track the cable linkig might have snapped my 95 did same on driver window

there are two fuse panels one inside and one outside under the hood. you can check them and look to see if they are blown. I think your problem might be a power window motor. Usually the window motor goes bad and the window quits working.
have someone check the wiring of the window control panel, if its not that, its your window motor, for a '90 a used motor from a junk yard probably wouldn't be more than 30 bucks
If only one window quit working, it's probably not the fuse. It might be the motor, but if you haven't been having any warning signs (slowing down, noisey operation) I just as soon bet the problem is in the window switch.
Sounds like the motor is disconnected from the window, or the gear may be stripped. == == == == go to a place that works with motors and ask what might be wrong

I had the same problem. What is happening is that the main circuit board for the instrument cluster is defective. The only way to fix the problem is to have the entire circuit board replaced.
This problem might be fixed with a restart of the program. There may also be a different means of navigation around the screen beyond just using the mouse.
