Here it states that you should change the cam-belt/timing/injection pump belt
Diesel: every 40.000 miles
Petrol: also every 40.000 miles
in the book it states:
The Ford interval for belt renewal is actually at a much higher mileage than this. It is strongly recommended, however, that the interval is reduced to 40.000 miles, particularly on vehicles which are subjected to intensive use, ie, mainly short journeys or a lot of stop-start driving. The belt renewal interval is therefor very much up to the individual owner, but bear in mind that severe engine damage will result if the belt breaks.
I just change the belt on my fiesta s reg and i did 70.000 miles.
I think 40.000 miles is to soon but then I am not a mechanic.
The ford dealer will charge you around £ 116 for the belt kit and to get the repair done is about £350 (this includes the kit). My mechanic did the job for £180 so have a look around where to get it done.

There is no 1995 Kia Spectra. It was not built until 2000. Other 1995 Kia's require the belt be replaced every 105,000 miles.
The water pump is driven by the cam belt. It should be replaced when the cam belt is replaced which must be replaced every 90,000 miles. Install the cam belt wrong and you will have engine damage when you attempt to start the engine. The fact that you asked the question tells me you should pay an expert to perform this repair.
