Soy was suggested as a substitute but is not a milk product. They were looking for protein substitutes in vegetables, not dairy substitutes. However in the 90's yogurt was suggested as a substitute.

If you mean what food could you use to substitute for meat, tofu works, usually you want to use the extra firm for this application, otherwise it will fall apart. There are also faux meat products that are fairly good. I like morning star brand myself. That are pretty reasonable facsimiles.
