Your mobile phone will pick up a network provider when you are in Ireland so your phone will work.
Replace 0 with +44, or with 00 44 from a landline phone.
If that cell phone provider is using the European standard phone system. Most do not, but I believe T-Mobile does. You'll need to ask you cell phone provider.
Mobile phone prefix codes are irrelevant - since it's now possible to change your service provider and retain your number. For example, someone on t-mobile could change to orange and take their number with them - making the prefix irrelevant !

International access prefix from the US is 011, then country code 353 for Ireland, and then the Irish number, leaving out the initial zero. For instance, 011-353-1-1234567. If you are on a mobile phone, you may be able to program in the number in international format, like +35311234567. The mobile network will automatically insert the correct prefix.
I suggest to go in an office of your mobile phone provider to check the link and the phone. Also check the phone number in Romania, including the correct prefix.
Mobile numbers in the UK are portable from provider to provider, so you cannot tell by looking at the number which network it is on. Mobile codes are in the range 07400 through 07999; from outside the UK, replace the trunk prefix 0 with country code +44.

Enter the country code for Spain, +34, followed by the Spanish mobile number. If your mobile doesn't allow you to enter numbers in international format, substitute the 00 prefix for the plus sign.
